• Community and Student Engagement Evaluation System 2016-2017

     

    What is this new evaluation?

    House Bill 5(HB 5) of the 83rd Texas Legislature Regular Session added Section 39.0545 to the Texas Education Code (TEC). TEC § 39.0545 requires that each school district assign ratings for the district and for each campus on both overall performance and each of nine factors related to community and student engagement. The criteria used to assign ratings must be developed by a local committee.

     

    The HISD Curriculum and Instruction Department along with numerous district stakeholders, including D-PERC developed and reviewed a list of indicators to determine district and campus ratings for each of the nine areas. The proposed evaluation was provided to D-PERC members on February 11, 2015 for discussion and feedback from their campuses. The evaluation process was presented to principals and they in turn worked with their teachers and C-PERC to evaluate all 9 components. Each principal emailed their campus results to Sara Dunn on or before May 26, 2017. The district rating was based on the cumulative scores from all campuses. Ratings for each HISD campus as well as an overall district rating will be uploaded June 8, 2017 to PEIMS by Dottie Kennemer and will be released on the HISD website on or before August 8, 2017.

     

    On which nine factors will the district and campuses be evaluated?

    The following factors will be evaluated and a rating will be assigned to each factor.An overall rating for the district and each campus must also be assigned.

    1. Fine arts

    2. Wellness and physical education

    3. Community and parental involvement

    4. 21st Century Workforce Development programs

    5. Second language acquisition programs

    6. Digital learning environment

    7. Dropout prevention strategies

    8. Educational programs for gifted and talented students

    9. Compliance with statutory reporting requirements

     

    What are the rating labels for each factor?

    Rating labels for Factors 1 through 8 and for the overall campus/district rating are:

    Exemplary, Recognized, Acceptable, Unacceptable or Not Applicable. A rating label of Yes or No will be assigned for Factor 9, compliance with statutory reporting requirements.
