RLA Framework

Harlandale ISD is proud to announce the launch of a new Reading Language Arts (RLA) Instructional Framework that will guide literacy instruction across all campuses beginning in the 2025 school year.

Created by a collaborative team of teachers, campus leaders, and district staff, the framework establishes clear roles for students, educators, and families—ensuring a consistent and unified approach to developing strong readers, writers, and communicators.

This initiative reflects Harlandale’s ongoing commitment to equity, innovation, and academic excellence, with a strong focus on preparing students for future college and career success.

Anchored in four essential pillars—foundational skills, grade-level access, knowledge building, and evidence-based communication—the framework will serve as the guiding structure for RLA instruction districtwide.

To support and fully align with this vision, Harlandale ISD will adopt Bluebonnet Learning, a new high-quality instructional material (HQIM) curriculum for grades K–5. This adoption ensures that all instructional practices are grounded in the framework and equips teachers with the tools they need to bring it to life in every classroom.
