Harlandale ISD is working to reward its most valuable assets, its teachers. The district will implement the Teacher Incentive Allotment (TIA) program this fall. The TIA program allows teachers to qualify for distinctions that would classify them as Recognized, Exemplary, or Master teachers and will compensate qualifying teachers up to $32,000 each year for a total of five years.

The overall goal of the program is to incentivize the work of teachers so they are more apt to stay in the classroom and within Harlandale Independent School District.

As a part of the new program, this past summer, the Harlandale Board of Trustees approved Dr. Jeanette Romero, to the new position of Texas Teacher Evaluation Support System/Teacher Incentive Allotment Administrator, to help build the program and assist in rewarding our excellent teachers.

“This year I am tasked with writing the letter of interest, providing the rationale, and completing the application.  I will also do things such as conduct focus groups, keep an updated TIA website, write and collect surveys, and collect data that justifies the need for the TIA program in HISD,” said Dr. Romero.

The TIA Program is part of the historic school finance bill, House Bill 3, which was passed by the Texas Legislature and signed by Governor Greg Abbott in 2019.

Ninety percent of the funds awarded to school districts participating in the TIA program will go directly toward teacher salaries, and ten percent will go to the district to further promote the program and continue professional development programs for aspiring teachers. 

The amount qualifying teachers receive is determined by the designation as well as if the campus is economically disadvantaged and in a rural area.

The year 2021-2022 will be an important data collection year for Harlandale Independent School District. Distinctions are based on teacher performance and student growth data which is then submitted to the Texas Education Agency and Texas Tech University to determine its validity and reliability.

By the Spring of 2023 teachers who qualify, will start reaping the benefits of their hard work.
